There are the certified emissions inspection stations, located at each Virginia Wiygul Automotive Clinics. A new choice for vehicle owners to use are the RAPIDPASS on-road emissions test sites.
These new RAPIDPASS sites identify each vehicle as it drives past by taking a picture of the license plate and measuring the emissions output in under a second. The RAPIDPASS sites may be quick, but there are only a small number of them in service across Virginia. They cannot be used in inclement weather and have to be closed. Diesel-powered passenger and property-carrying cars and trucks that need an emission inspection must be a 1997 model year or more recent. That means a 1998 Subaru needs emissions testing, but a 1996 model does not. Each vehicle also has to have a manufacturer’s designated gross vehicle weight rating of 8,500 pounds or less.
Gasoline-powered passenger and property-carrying cars and trucks that need an inspection must be less than 25 model years before January 1st of the current calendar year. As an example, a 1994 BMW requires inspection in 2018 while a 1993 model does not. The vehicle has to have a manufacturer's designated gross vehicle weight of 10,000 pounds or less.

Private and commercial vehicles that register emissions FAIL at any inspection station cannot register or process a renewal through the DMV. The only alternative if the vehicle cannot be repaired is when the owner receives a DMV WAIVER for emissions system repair costs that exceed $450.00 which is valid for two years from the original test date.
